President Ram Nath Kovind has Promulgated an Ordinance banning the practice of instant triple talaq. This was  stated by the Ministry of Law and Justice in a Gazette notification late last evening. Earlier, Union Cabinet had  approved an Ordinance yesterday making instant triple talaq a punishable offence with a three-year jail term. Talking to reporters, Law Minister Ravi Shankar Prasad said, under the Ordinance, the crime will be recognised only when the woman herself or her blood relative files a complaint against the husband. He also said the case may be dropped, if the duo reaches a compromise, but only if the wife approaches the magistrate.
Mr Prasad also said the magistrate can grant the accused bail, on reasonable grounds, but only after hearing his wife. The wife will be given custody of the child and will be entitled to maintenance, as decided by the magistrate. 
The Law Minister said, there was a compelling necessity and an overpowering urgency to approve the Ordinance

Mr Prasad said that triple talaq was not allowed to be ended by a Parliamentary law because of ambiguity and vacillation of the Congress party for pure vote bank politics.

Prime Minister Narendra Modi will lay the foundation stone of India International Convention and Expo Centre, IICC, at Dwarka in New Delhi today. According to an official release, the facilities provided at the centre will be at par with the best in the world in size and quality, offering setting for international and national events, meetings, conferences, exhibitions and trade shows. More from our correspondent:-

The IICC will be an integrated complex with facilities like exhibition halls, retail services and high-end offices. It will rank among the top 10 in the world and the biggest indoor exhibition space in India. Apart from giving boost to business and industry it is also expected to generate over 5 lakh employment opportunities. The project is planned over an area of 221 acres at an estimated cost of 25,700 crore rupees. The project will be developed in two phases. The first Phase will be completed by December next year while the second phase will be completed by December 2024. Anand Kumar, AIR News, Delhi.
The project is implemented by India International Convention and Exhibition Centre Limited, a 100 per cent Government owned company under Department of Industrial Policy and Promotion, Ministry of Commerce and Industry.

The Employees' State Insurance Corporation (ESIC) has approved a new scheme- Atal Bimit Vyakti Kalyan Yojna for Insured Persons covered under the Employees’ State Insurance Act. This scheme is a relief payable in cash directly to their Bank Account in case of unemployment and while they search for the new engagement. The decision was taken at the ESIC board meeting chaired by the Labour Minister Santosh Gangwar in New Delhi. Mr. Gangwar said,

इस योजना की शुरूआत करने का कल फैसला लिया है, जो कर्मचारी किसी कारणवश नौकरी से अलग हो जाते हैं। उनको अगले तीन महीने तक हमारा मंत्रालय आर्थिक सहयोग देगा, और अभी इसका अंतिम स्वरूप तैयार करने का काम किया जा रहा है। इसको आधार से जोड़ने की बात हो रही है।

According to an official release, the eligibility for availing Super Specialty treatment for dependents of Insured Person has now been relaxed to insurable employment of one year with 156 days of contributions.
The ESIC also approved the proposal for increasing the funeral expenses from existing 10 thousand rupees to 15 thousand rupees being paid on the death of Insured Person.

An inter-ministerial team, headed by special secretary of the Home Ministry B S Sharma, will visit Kerala from today for five days to assess the damage caused by the recent devastating floods.
The move came after the Kerala government sent a detailed memorandum seeking 4,700 crore rupees as compensation for the damage occurred due to rains and floods in the state. More from our correspondent:-

 "The team will reach Kerala today and a few members of the team led by AV Dharma Reddy, Joint Secretary of the Home Ministry and
Dharamveer Jha joint secretary of union rural development ministry  will visit Kozhikode and later Kannur districts tomorrow. The team will have meeting with district collectors and other officials concerned. The team will also visit the flood affected regions. In case of any natural calamity beyond the coping capacity of a state, the state government usually submits a detailed memorandum seeking additional assistance. The Kerala government memorandum comprises details about the loss of human life, properties, infrastructure and crops. Shamila, AIR news, Thiruvananthapuram."

The Trump administration has praised India for its significant counter terrorism actions and said Pakistan-based militant groups continued their terror attacks in the country. In its annual 'Country Report on Terrorism' the US State Department said the Indian leadership has expressed resolve to prevent terrorist attacks domestically and to bring to justice the perpetrators of terrorism. The report further said India, continued to apply sustained pressure to detect, disrupt and degrade terror operations within its borders. It said that the Jaish-e-Mohammed and Lashkar-e-Taiba terrorist groups continue to pose a regional threat and that Pakistan did not adequately address America's concerns on terrorism.

The report said that although terrorist attacks took place in 100 countries in 2017, fifty-nine percent of all attacks took place in five countries. Those are Afghanistan, India, Iraq, Pakistan, and the Philippines. Similarly, 70 per cent of all deaths due to terrorist attacks took place in five countries, and those are Afghanistan, Iraq, Nigeria, Somalia, and Syria.

The second anniversary of the surgical strikes will be celebrated on 29th of this month. This was stated by the Railway Minister Piyush Goyal in Mumbai yesterday. He was speaking at the Priyadarshini awards giving ceremony. Mr Goyal said the 2016 strikes, which saw Indian commandos going into the Pakistani occupied territory to neutralise terrorist launch pads, have showed the world that India "mean business".

Romania will open a consulate in Chennai. This was decided in a meeting between Vice President Venkaiah Naidu and Romania Prime Minister Viorica Dancila in Bucharest last evening. In a joint press statement, Mr Naidu invited Ms Dancila to visit India. Ms. Dancila also invited Prime Minister Narendra Modi to visit Romania in January next year. Mr. Naidu said during its forthcoming Presidency of EU, Romania will take the lead for negotiations to restart on the early conclusion of India-EU free trade agreement with balanced outcomes.
Later, Vice President also addressed the India-Romania Business forum. Mr. Naidu said that the demonetisation and the GST have been successfully implemented to help India to emerge as a modern and unified market. He said the country has embarked on the path of economic transformation and this presents fresh opportunities in multiple sectors for Romanian entrepreneurs. He said that Indian economy is growing at over eight percent, which is one of the fastest growth rate in the world for a large economy.

India and Niger yesterday announced their partnership for establishment of the Mahatma Gandhi International Convention Centre in Niamey, Niger. A Memorandum of Understanding to this effect was signed in the presence of External Affairs Minister Sushma Swaraj and Minister and Special Adviser to the President of Niger, Saidil Mohammed in New Delhi. External Affairs Ministry in a statement said, Mr. Mohamed yesterday called on Mrs Swaraj and thanked India for providing Grant Assistance to build MGICC. Both sides also discussed other issues of bilateral and regional interest, including combating terrorism and development partnership.

In Maharashtra, 81 centres opened under the Pradhan Mantri Bharatiya Janaushadhi Kendra in Pune, are providing affordable medicines and surgical items especially to poor patients who were otherwise spending a lot of money on branded medicines. Nearly 600 generic medicines and 150 types of surgical items are being supplied at 18 such Janaushadhi kendra in the district. A Ground Report from our Pune Correspondent:-

"Dr. Suryakant Murud, who runs a Kendra in Kondhwa area of Pune is selling the affordable and quality generic medicines since last one year. The medicines are saving 40 to 50 per cent for the patients, he claims.

Another Kendra operator Prakash Rokade, from Bhosari, says he is getting feedback from patients that the medicines are very good and effective. Especially the patients of diabetes and blood pressure are getting their medicines at one third rate compared to earlier expenses.

A record number of 12 Indian-Americans are in the fray for the November 6 mid-term Congressional elections.Three among them are women. Reports say that Indian-Americans are giving a tough fight to their opponents in some of the key Congressional districts.

  India comprehensively beat Pakistan by eight wickets in an Asia Cup encounter at the Dubai International Cricket Stadium in UAE last night. Electing to bat after winning the toss, Pakistan were all out for 162 in 43.1 overs. Babar Azam top scored with 47 while Shoaib Malik made 43. For India, Bhuvneshwar Kumar and Kedar Jadhav took three wickets apiece while Jasprit Bumrah took two wickets.
Chasing the target, skipper Rohit Sharma scored 52 off 39 balls while Shikhar Dhawan contributed 46 off 54 balls. India achieved the target in just 29 overs.
This was India's most comprehensive victory in terms of balls with 126 balls remaining. India and Pakistan will now meet in Super four on September the 23rd.
In today's fixture, Bangladesh will play against Afghanistan at the Abu Dhabi Zayed Stadium.

  • All papers carry pictures of a jubilant Kedar Jadhav celebrating the dismissal of Pakistan batsman Shoaib Malik during the Asia Cup ODI between the two countries at the Dubai Internaional cricket stadium. India won the match by 8 wickets.
