President Ramnath Kovind has said in a democracy, Information overload is always preferable to information deficit. Addressing the 13th annual convention of the Central Information Commission in New Delhi, the President said:
"Free flow of information is the essence of democracy. And for the people of a free and free-spirited country, information is power. They have a right to know how they are being governed, how public money is being spent, how public and national resources are being deployed, how public services are being delivered, and how public works and welfare
programmes are being carried out."
Mr. Kovind said, Right to Information is about nurturing the social contract of trust between the citizen and the state where both must have faith in each other. The President said, a related and parallel implication is to ensure rational use of public resources to check instances of corruption or waste. He said:
 "The Internet and the digital economy have been used to advance e-auctions of mining blocks. They have helped create the Government e-Market or GeM portal for public procurement of goods and services. And the JAM trinity - Jandhan accounts, 4 Aadhar-based unique identities and mobile phones - has helped with direct bank transfers to beneficiaries of schemes."

Prime Minister Narendra Modi will address the Silver Jubilee function of the National Human Rights Commission in New Delhi today. He will also launch the new version of the NHRC website, which will be more user-friendly and accessible to persons with special needs. Mr Modi will issue a Postage Stamp and Special Cover on the occasion. Union Home Minister Rajnath Singh and Minister of State (Independent Charge) for Communications Manoj Sinha will also take part in the event. Our correspondent reports on the contribution of the national human rights body.
"The NHRC was set up on this day in 1993, The mandate of the commission is to work for the promotion and protection of human rights and take cognizance of such complaints wherein the actions, inactions and omissions of government functionaries, cause human rights violation. Till now, the commission has disposed off more than 17 lakh cases and Payment of more than one hundred crore rupees has been disbursed to the victims of human rights violations by various state agencies. Prime Minister will also launch the new version of NHRC website, which will be user-friendly and accessible to persons with special needs. With Dipendra Kumar, NIKHIL KUMAR, AIR News Delhi."

Prime Minister Narendra Modi will visit Japan on the 28th and 29th of this month for the 13th India-Japan Annual Summit. He will have wide-ranging discussions with Japanese Prime Minister Shinzo Abe  on bilateral, regional and global issues of mutual interest under the framework of the Special Strategic and Global Partnership between India and Japan. This will be the fifth Annual Summit meeting between the two leaders and their twelfth meeting overall since 2014.
The Prime Minister’s visit will reaffirm the traditional bonds of friendship between the two countries and strengthen their multifaceted cooperation in diverse fields. It will also advance the vision of India and Japan working together to promote peace and prosperity in the Indo-Pacific region and beyond.

Chief Election Commissioner, OP Rawat has said the Election Commission does not leave a scope for any bogus voters in Electoral lists. Talking exclusively to AIR, Mr Rawat said the work of deleting the bogus voters names is completed much before the elections are announced in a state.
"मतदाता सूची के बारे मे बोगस वोटर होने की कोई संभावना नहीं है,हां ये जरूर है कि डुप्लीकेट वोटर हो सकते है,और उनको पूरे वेरिफिकेशन के बाद डिलीट करने का काम बहुत तेजी से चल रहा है,और जहां इलेक्शन आते हैं,जिन स्टेट मे से ध्यप्रदेश, राजस्थान, छत्तासगढ़, मिजोरम, इन मे ये काम हम इलेक्शन के पहले पूरा कर लेते हैं, तो इसलिए ऐसी शिकायत के लिए कमीशन खुद ही कोई गुंजाइश नहीं छोड़ता है कि मतदाता सूची में किसी तरह का कोई भी डिफेक्ट बना रहे, लोकसभा चुनाव को ध्यान मे रखते हुए जहां भी अभी इस समय विधानसभा के चुनाव नहीं है उन सभी राज्यों में प्रारंभिक प्रकाशन एक सितंबर को किया जा चुका है इलेक्टरोल राल का."
The CEC's comments come after the Supreme court dismissed petitions of Congress leaders Kamal Nath and Sachin Pilot seeking directions to the Commission to provide the draft voter list in poll-bound Madhya Pradesh and Rajasthan.
The apex court had reserved its verdict on October the 8 on the plea of leaders alleging duplication of voters in the list and sought a proper redressal of grievances to ensure free and fair elections.
Polling for assembly elections in Madhya Pradesh will be held on November the 28th and in Rajasthan on December the 7th.

The Supreme Court today refused to stay the decision of the West Bengal government to grant 28 crore rupees to Durga puja committees across the state.
A bench of Justices Madan B Lokur and Deepak Gupta, however, issued notice to the state government and sought its reply within six weeks. The top court was hearing a petition challenging the state government's decision to dole out 28 crore rupees to puja committees for Durga Puja celebrations.
The Calcutta High Court on October the 10th had refused to interfere with the state government's decision to grant the amount to puja committees in the state.

The Delhi High Court today quashed the Delhi government's circular on giving preferential treatment to the city's residents over non-residents at the GTB Hospital.
A bench of Chief Justice Rajendra Menon and Justice V K Rao had earlier reserved its verdict on a PIL challenging Aam Aadmi Party government's pilot project.
The court was examining whether the project at the GTB Hospital to give preferential treatment to Delhi residents was violating the right to equality and life enjoyed by others under the Constitution.

Defence Minister Nirmala Sitharaman has held wide-ranging talks with her French counterpart Florence Parly in Paris on ways to deepen strategic and defence cooperation between the two countries. Ms Sitharaman arrived in the capital city yesterday on a three-day visit to France. The talks were held under the framework of the annual Indo-French defence ministerial dialogue which was agreed to during the summit meeting between Prime Minister Narendra Modi and French President Emmanuel Macron in March. Officials said, Ms Sitharaman will visit a Rafale manufacturing facility near Paris today to take stock of the progress in their production.

External Affairs Minister Sushma Swaraj has said that India's cultural and historical ties with Central Asia are age old. Addressing Indian diaspora in Tajikistan capital Dushanbe, the Minister said this love for India in Central Asian countries has been forged over similar family values and culture. Ms Swaraj said India's relationship with these countries has reached new heights during the tenure of the NDA government. She said:
"वर्तमान सरकार के कार्यकाल में इन देशों के साथ हमारा रिश्ता जितना ऊंचा हुआ है वह आगे और ऊंचा होता जाएगा। अगर आप देखों तो इतने कम समय में इतनी बड़ी यात्राएं प्रधानमंत्री जी यहां आए, अभी एक दिन पहले राष्ट्रपति जी यहां होकर गए। मेरी ये स्वयं की दूसरी यात्रा है। ये बताते हैं कि ये मध्य एशियाई देश जिसमें तजाकिस्तान भी शामिल है। ये तजाकिस्तान हमारे लिए क्या महत्व रखता है।"

Civil Aviation Minister Suresh Prabhu has directed the officials to conduct a high level inquiry into the incident in which Dubai bound Air India flight encountered a problem during take off at Trichy airport. The plane made an emergency landing in Mumbai this morning. The Minister said, safety of the passengers is of paramount importance for the government. The 136 passengers and crew members on-board had a miraculous escape when their aircraft's wheels hit a perimeter wall during take off in the early hours today. The plane continued for Dubai and was eventually diverted to Mumbai after Trichy airport officials reported to the pilots that the aircraft might have come in contact with a wall. Nobody was hurt in the incident. Officials said, a ferry flight was sent from Kochi to fly the stranded passengers to Dubai. Mr Prabhu said on twitter that DGCA officers are at the site for preliminary inquiry and Aircraft Accident Investigation Bureau officers have also been deputed. He said, Air India has constituted a Sub-Committee of the Board headed by an Independent Director of the Board for looking at all safety related issues within the organisation including subsidiaries. Mr Prabhu also ordered concerned officials to put in place a regular safety compliance report of all airlines.

The cyclonic storm TITLI is gradually weakening and moving towards the North East direction. Due to its effect, heavy rain with lightning lashed coastal Odisha. We spoke to Dr. K J Ramesh of India Meteorological Department:
"तितली तूफान जो है अभी वीक होकर डीप डिप्रेशन की इंटेनसिटी पर है और अभी 20 से 40 किलोमीटर पर आवर गति से हवाएं चलेंगे। बारिश तो पूरा जारी रहेगा। कल रात भी चल रहा था और उत्तरी तटीय ओडिशा वाली इलाकों में ज्यादा बारिश होगी। धीरे-धीरे ये बारिश जो है वेस्ट बंगाल की  की तरफ मुड़ेगा, राहत तो 14 से मिलेगी।"
Cyclone Titli Andhra has created havoc in many areas. With one more death, the toll has risen to eight as strong winds battered many parts, particularly north coastal areas of the state. The situation is pathetic in several fishermen villages in sea bed villages of Srikakulam district. Chief Minister, N Chandrababu Naidu rushed to Srikakulam yesterday night and held a review meeting.

In Andhra Pradesh widespread damage has been reported from North Coastal area especially Srikakulam District. Road Services have been badly effected and power supply and telephone lines got disrupted. Uddhanam and sea-bed villages are most affected.
Andhra Pradesh Chief Minister N Chandrababu Naidu conducted an aerial survey of the Titli affected areas. 
NDRF is undertaking relief operations and the situation is retuning to normal.

Pradhan Mantri Gramin Digital Saksharta Abhiyan, PMGDISHA, aims to impart digital literacy to citizens in rural areas free of cost. It is creating avenues for livelihood generation and financial inclusion through digital payments. Here is a ground report from our Pune correspondent on how this scheme is helping to bridge the digital divide.
"Under the scheme, people in rural area of Maharashtra are being trained to operate a computer, tablet, smartphones, etc. and how to access the internet, government services, undertake digital payment, compose e-mails. A beneficiary of the scheme, Aarti Singh from Boisar in Palghar District of Maharashtra believes she has become self-sufficient in routine financial transactions after completing a computer course on digital literacy.

In Rajasthan, number of Zika positive cases has risen to 32, as 3 more persons tested positive in Jaipur yesterday. Along with it many cases of swine flu, scrub typhus, dengue and other seasonal diseases have been detected in large numbers. Leave of doctors and other Para medical staff has been canceled across the state. More from our correspondent:
"Chief Secretary D B Gupta called a high level meeting and took stock of the situation as Swine Flu, Scrub Typhus, Dengue cases are also reported on daily basis. 50 persons died in last three months due to Swine Flu. The Secretary ordered district collectors and health officials to take necessary measures to control seasonal diseases on top most priority. More than 250 teams have been deployed in Zika affected areas of Jaipur for conducting door to door survey and control measures. More than 42 thousand houses have been surveyed so far. Electing to bat after winning the toss, the visitors lost wickets in quick succession thanks to another magical spell by Kuldeep Yadav. He took 3 wickets. Umesh yadav took two and R Ashwin took one wicket.
India are leading 1-0 in the series after wining the first Test at Rajkot.
