Heavy polling was recorded for the first phase of Assembly elections in Chhattisgarh today. Voting took place in 18 constituencies spread over 8 districts in this phase. Polling remained by and large peaceful. 190 candidates are in the fray. Briefing the media in New Delhi this evening, Deputy Election Commissioner Umesh Sinha said: 

"Till now, the information we have received, the turnout is around average seventy percent and we hope that the turnout would probably match the polling turnout of last time or may be exceed which was there last time. In many polling stations, the turnout which was very low or it was almost negligible, the turnout exceeded this time in many districts like Dantewada, in Kanker. In remote areas, this time there was very very enthusiastic participation."
Mr Sinha said, voter turnout in the 2013 assembly elections was 75.6 per cent.
In 10 Maoist-affected constituencies, polling started at 7 AM and concluded at 3 PM. In the remaining eight constituencies, polling was held from 8 AM to 5 PM.
Our correspondent reports that elaborate security arrangements were made to ensure free, fair and peaceful elections.

"The highest voter turnout of 72 % was recorded in Khujji assembly segment whereas the lowest 33 % was registered in Bijapur constituency.  Even in the worst Maoist affected constituencies, the voter turnout was relatively high this time with a large number of women participating in the balloting. Two women aged more than 100 years have exercised their franchise in Dornapal polling station in Konta constituency. With tight security arrangements and other confidence building measures, Palambuda in Sukma district and Moolar and Nilavaya polling stations in Dantewada are the three booths were people cast their vote after a span of 15 years. A number of surrendered Maoists have also cast their votes in different constituencies. Vikalp Shukla, AIR News, Raipur."
The remaining 72 constituencies in the state will go to polls on the 20th of this month in the second and final phase.

Prime Minister Narendra Modi today dedicated to the nation several projects, including two National Highways and an Inland Waterways Terminal on River Ganga, at Varanasi in Uttar Pradesh. The total cost of these projects is 2,413 crore rupees. Later addressing a public meeting at Vazidpur in his parliamentary constituency Varanasi this evening, Mr Modi said, these projects are living examples of new India's new vision. The Prime Minister also received the country's first container cargo transported on inland waterways from Kolkata.
   
"आजादी के बाद यह पहला अवसर है जब हम अपने नदी मार्ग को व्यापार के लिए, कारोबार के लिए इतने व्यापक स्तर पर इस्तेमाल करने में सक्षम हुए हैं। देश का यह पहला कंटेनर वेसल सिर्फ माल ढुलाई के प्रक्रिया का हिस्सा नहीं, न्यू इंडिया के न्यू विजन का जीता जागता सबूत है।"
Mr Modi said the inauguration of an Inland Multi Modal Terminal Port constructed on the river Ganga at Ramnagar is a major push to India’s Inland Waterways Transportation sector. Mr. Modi said, this waterway will link Uttar Pradesh with Bihar and West Bengal by waterways.
   
"आज देश में सौ से ज्यादा नेशनल वाटर वेज पर काम हो रहा है। इस वाटर वेज से  उत्तर प्रदेश ही नहीं बिहार, झारखण् और पश्चिम बंगाल यानी एक प्रकार से पूर्वी भारत के एक बड़े हिस्से को बहुत बड़ा फायदा होने वाला है।"
Speaking about the two road projects - Varanasi Ring Road Phase-I and Varanasi Babatpur Airport road - the Prime Minster said, these highways will decongest traffic flow and make Varanasi pollution free. Mr Modi said the Babatpur Airport highway and the four lane ring road will give easy connectivity to Varanasi with Lucknow, Sultanpur, Ayodhya, Jaunpur and several other major cities in the state. The connectivity will help increase tourism at Varanasi and Sarnath. The Prime Minister said these projects will also increase employment opportunities in the area.
"बनारस में जितनी परियोजनाओं का लोकार्पण और शिलान्यास हुआ है उससे भी यहां के नौजवानों के लिए रोजगार के अनेक नए अवसर खुले हैं। अब देश सिर्फ और सिर्फ विकास की राजनीति चाहता है। जनता अपने फैसले विकास देखकर के करती है। वोट बैंक की राजनीति देखकर के नहीं करती है। बीते चार वर्षों में कितनी तेजी के साथ आधुनिक इन्फ्रास्ट्रक्चर का विकास हुआ है वो अब साफ-साफ नजर आता है।"

The Central Vigilance Commission, CVC, filed its preliminary probe report relating to CBI Director Alok Kumar Verma in a sealed cover in the Supreme Court today.
A bench comprising Chief Justice Ranjan Gogoi and Justice S K Kaul took the report on record and fixed the next hearing on the 16th of this month. 
During the hearing, interim CBI Director M Nageshwar Rao also filed his report on decisions taken by him from the 23rd to the 26th of October when the Supreme Court had ordered the probe. It may also be recalled that the court on the 26th of October had barred Rao  from taking any major decision.
Solicitor General Tushar Mehta told the court that former apex court judge A K Patnaik supervised the CVC inquiry which was completed on the 10th of this month.

Petroleum Minister Dharmendra Pradahan has urged oil producing countries to keep the interests of large consumers like India in mind while fixing prices of oil. Mr Pradhan was addressing the Ministerial session in the Abu Dhabi International Petroleum Exhibition and Conference in Abu Dhabi today. He said, there is need to stop price volatility in the energy sector. Public sector companies under Petroleum and Natural gas Ministry, such as HPCL, IOCL, BPCL and ONGC have set up stalls at the exhibition.

Retail inflation fell to a one-year low of 3.31 per cent in October on the back of cheaper kitchen staples, fruits and protein-rich items. According to the Central Statistics Office data  released today, inflation based on the Consumer Price Index (CPI) was 3.7 per cent in September 2018 and 3.58 per cent in October. The retail inflation number is the lowest since September 2017 when it touched 3.28 per cent.
However, inflation quickened to 8.55 per cent for the 'fuel and light' category against 8.47 per cent in the previous month.

The Singapore FinTech Festival, which is one of the biggest of its kind in the world, began today. Prime Minister Narendra Modi will deliver the keynote address in at the Fintech Conference, which is a part of the festival, on Wednesday. Mr Modi is the first head of a country who has been invited to deliver the address, which is generally made by heads of world financial or technical institutes. 
Our correspondent Tripti Srivastava, covering the festival, spoke to High the  Commissioner of India to Singapore, Jawed Ashraf:
   
"ये मानते हुए कि प्रधनमंत्री ने भारत में कितना परिवर्तन लाया है Fintech के माध्यम से तो इनको keynote address देने के लिये आमंत्रित किया है और अपने संबोधन के बाद प्रधानमंत्री एक platform launch करेंगे। वो platform एक वैश्विक platform है। पहली बार ये बन रहा है जिसमे Fintech companies को और विश्व के banks को जोड़ा जाएगा। और सबसे पहले इसकी शुरुआत हो रही है भारत के Fintech companies ko ASEAN के banks और financial institutions से जोड़ने के लिए।"
Over 250 speakers, 450 exhibitors, 16 international pavilions and close to 40,000 participants are taking part in the festival.

Science and Technology Minister Dr Harsh Vardhan today announced the launch of the Global Cooling Prize. It is an international competition to incentivize the development of a residential cooling technology that will have at least five times less climate impact than standard Room Air Conditioning (RAC) units sold today.
Speaking at the inaugural event of the Global Cooling Innovation Summit in New Delhi, Dr Vardhan said, concrete and collective actions are required to address global warming.

Union Minister for Parliamentary Affairs Ananth Kumar passed away in Bengaluru today. He was suffering from cancer. The 59-year-old departed leader is survived by his wife and two daughters. He was in the ICU and on ventilator support for the last few days and died due to complications related to the disease. Our correspondent reports that the Karnataka government has declared a three-day official mourning as a mark of tribute to the departed leader. He will be accorded a state funeral tomorrow.

"The casket containing the mortal remains of Ananth Kumar will be shifted to BJP state office by 8 AM tomorrow, where arrangements would be made for party workers and his followers to pay their last respects. Later, Kumar’s body would then be taken to National College Ground in the city for public to pay their respects, and the last rites would be performed in the afternoon at Chjamarajapete crematorium. Elaborate security arrangements are being made for the cremation as Vice President M.Venkaiah Naidu, Prime Minister Narendra Modi, Home Minister Rajnath Singh, BJP national President Amit Shah among others are arriving to pay their homage to the departed leader".

In the United States, the death toll in wildfires sweeping California has risen to 31. Officials said, more than 200 people were still missing. The fire now equals the deadliest on record in California. With strengthening winds threatening to spread the flames, California Governor Jerry Brown has urged President Donald Trump to declare a major disaster. The move would harness more federal emergency funds. The appeal came a day after Mr Trump threatened to cut funding for California, blaming the fires on poor forest management.

BACK HOME, the Cyclonic storm Gaja is expected to further intensify into a severe cyclonic storm by tomorrow. Currently the cyclone lies centered about 730 kilometer eastnortheast of Chennai and 820 kilometre east-northeast of Nagappattinam, Tamil Nadu. Talking to AIR, Director General of IMD K J Ramesh said, due to its influence, heavy to very heavy rainfall will occur at South coastal Andhra Pradesh, Tamil Nadu and parts of Kerala. 
   
"Clyclonic storm Gaja formed over south central Bay of Bengal. It is likely to move in south west direction towards North Tamil and Pamban coast and it is likely to intensify during the period tomorrow and before landfall it will weaken into a cyclonic storm again but rainfall widespread will occur all over south coastal Andhra Pradesh, Tamil Nadu, interior Karnataka and parts of Kerala on 15th and 16th."

Artistes of Akashvani Bhawan, Delhi performed Vaishnav Jan Toh and other bhajans, and school children performed Rabindra sangeet on the occasion. Prasar Bharati CEO Shashi Shekhar Vempati announced the winners of Gandhian Philosophy Award and Public Service Broadcasting Award. Director General, AIR News, Ira Joshi and DG, AIR Fayyaz Shehryar were among those present at the gathering.
The day is celebrated every year to commemorate the only visit of Mahatma Gandhi to the studio of All India Radio, Delhi in 1947.
