THE HEADLINES:
  • Polling for the second and final phase of assembly elections in Chhattisgarh underway peacefully; Around 35 per cent polling recorded till 1:30 PM.

Polling for the second and final phase of Chhattisgarh Assembly elections is underway. Seventy two constituencies spread over 19 districts are going to polls in this phase. Around 35 per cent polling recorded till 1:30 pm. 
Voting, which began at 8 this morning, will end at 5 in the evening. More than nineteen thousand three hundred polling stations have been set up. As many as one thousand seventy nine candidates, including one hundred and nineteen women, are in the fray. Over one crore fifty four lakh voters are eligible to exercise their franchise. "Voters are turning up with great enthusiasm to exercise their franchise in almost all the constituencies. Long queues can be seen outside polling stations where people have reached before the polling began. Divvang voters took place in the electoral exercise as special arrangements were made for them in many polling stations with the help of Police and NSS volunteers. However, EVM malfunctioning was reported from more than 100 polling booths leading to delay in starting of polling. Later, the problems were rectified and polling is progressing smoothly. Polling for the first phase took place on the 12th of this month in 18 constituencies of the state.
Meanwhile, electioneering has reached a feverish pitch in Madhya Pradesh and Mizoram as leaders of various political parties are leaving no stone unturned to woo the voters. Polling to the 230-member Madhya Pradesh Assembly and 40-member Mizoram Assembly will be held in a single phase on the 28th of this month.
In Madhya Pradesh, Prime Minister Narendra Modi addressed public meetings in Jhabua. Addressing people, Mr Modi said, it is his endeavour to double farmers’ income by 2022, when India celebrates 75 years of independence. He said the mantra of his government is the education to the children, earning for the youth, the irrigation for the farmers and the medicines to the elderly through various welfare schemes like Mudra, Ujjwala, rural roads and Jan Aushadhi kendras. Prime Minister added that Mudra Yojana empowered the country’s youth, gave them courage and renewed their hope. Mr Modi said-
 "मुद्रा योजना के तहत आज देश के नौजवानों को अपने पैरों पर खड़े रहने की एक ताकत दी, एक नया हौंसला दिया। हमारी सरकार ने नियम बनाया कि मेरे आदिवासी भाई-बहन, मेरे देश के नौजवान अगर मुद्रा योजना से लोन लेना चाहते हैं तो उनको कोई गारंटी देने की जरूरत नहीं है। हमने करीब चौदह करोड़ लोन बिना गारंटी के स्वीकृत किए हैं"
Meanwhile, Samajwadi party leader Akhilesh Yadav released party manifesto in Bhopal today. BSP Chief Mayawati will also address a rally in Bhopal. Congress leader Randeep Singh Surjewala, Kamalnath, Digvijay Singh and Jyotiraditya Scindia are also campaigning in different cities.
In Mizoram, BJP National President Amit Shah and Congress President Rahul Gandhi are campaigning in different constituencies.
Scrutiny of nominations for Assembly polls in Rajasthan and Telangana is taking place today. Yesterday was the last day of filing candidature, while the nominations can be withdrawn till Thursday.
In Rajasthan, total 3 thousand two hundred 94 candidates have filed nominations for the polls for the 200-member State Assembly.
In Telangana, a total of 3,584 candidates have filed their nominations for 119 Assembly seats.

Polling is also underway for the second phase of Panchayat elections in Jammu and Kashmir. Adequate security measures have been put in place and forces deployed in strength to ensure smooth and peaceful conduct of the poll process.
Talking to AIR, Jammu and Kashmir Chief Electoral Officer Shalin Kabra said:-
 "देखिए पंचायत इलेक्शन मे काउंटिंग साथ साथ होती है,यानी पोलिंग खत्म होने के बाद में,आठ से दो पोलिंग का टाइम है,पोलिंग खत्म होने के बाद में ढाई बजे या तीन बजे के आसपास उसी पोलिंग स्टेशन पे जहां पर इलेक्शन हुआ है,या आरओ के हेडक्वार्टर में काउंटिंग टेकअप की जाती है और काउंटिंग के बाद में दो ,ढाई तीन घंटे के बाद में रिजल्ट भी एनाउंस कर दिया जाता है"

In Bihar, former social and welfare Minister Manju Verma today surrendered before a Manjhual court of Begusarai district in connection with arms act associated with Muzaffarpur shelter home sex scandal case. The court sent her for 14 days judicial custody.
Ms Verma has been evading arrest ever since the recovery of illegal ammunition from her residence in Begusarai on 17th August. The ammunition were seized during CBI raid in connection with Muzaffarpur shelter case. The Supreme Court had pulled up Bihar police for not arresting Verma even after her anticipatory bail application was dismissed by the Patna High Court on October 9. Her husband Chandrasekhar Verma had already surrendered before court on October 10.

In Jammu and Kashmir, four terrorists have been killed and an army para commando martyred in an encounter in Shopian district this morning. Two army personnel were also injured in the gunfight. Security sources said, based on specific information about the presence of terrorists in Nadigam area, the forces had launched a search operation in the wee hours. 
Talking to AIR, state DGP, Dilbag Singh said arms and ammunition  recovered from the spot.
"पिछली रात को आपरेशन शुरू हुआ था,शोपियां जिले मे एक इतला के उपर पुलिस और सिक्योरिटी फोर्सेस ने आपरेशन लांच किया था जिसमे चार मिलिटेंट मारे गए हैं.चारो ही लोकल मिलिटेंट हैं अभी तक की इतला के मुताबिक और चारों ही हिज्बल मुजाहिद्दीन से वावस्ता है बड़ी मात्रा में जो असला है जो वैपन् हैं वो पकड़े गए हैं।"

Six people were killed and ten other injured in an explosion near the Pulgaon army depot at Wardha in Maharashtra today. The mishap took place this morning in Sonegao shiwar, when old ammunition exploded while being buried.

The 49th International Film Festival of India (IFFI) begins at Panaji in Goa this evening. The opening ceremony will be held at the Shyama Prasad Mukherjee Stadium in Bambolim. Minister of State for Information and Broadcasting Rajyavardhan Rathore and actor Akshay Kumar will be among the host of celebrities present on the occasion.
The nine-day event will showcase 212 films from 68 countries. While 'The Aspern Papers' is the opening film, 'Sealed Lips' will be the closing movie. Our correspondent Aathira has filed this report:-
"Indian Panorama will showcase 26 feature films and 21 non-feature films. Shaji Karun directed Malayalam movie Olu will be the opening movie of the feature film section of Indian panorama. While Israel is the focus country, Jharkhand is the focus state this year. Veteran Israeli filmmaker Dan Wolman will be given the Lifetime Achievement Award.This year’s IFFI will showcase six Indian sports biopics as an extension of Khelo India initiative. These are Gold, Mary Kom, Bhaag Milkha Bhaag, 1983, MSD: The untold story and Soorma. The IFFI will also pay homage to Shashi Kapoor, Sridevi, M.Karunanidhi and Kalpana Lajmi among others. This year IFFI will showcase two movies Sholay and Hichki as part of a special package for visually impaired children."

Prime Minister Narendra Modi will share his thoughts with the people in India and abroad in the 50th edition of the Mann Ki Baat programme of All India Radio this Sunday. Mr Modi has been raising a number of important issues through the monthly programme. He has spoken extensively on the benefits of Yoga in several editions of Mann Ki Baat programme, terming it important for development of health. We have a report:-
"On the 31st of May in 2015, Prime Minister had asked everyone to make the International Yoga Day a huge success. The Day is being celebrated on the 21st of June every year since 2015. Mr Modi said Yoga has become a catalytic agent to connect the world and is very much relevant in the context of Vasudhaiva Kutumbakam- the whole world is one family. He had urged Indians to become Yoga ambassadors."
"21 जून अब विश् के लिए एक नई पहचान बन गया है। योग विश् को भी जोड़ने का एक माध्यम बन सकता है, लेकिन इसकी ताकत तो तब बनेगी जब हम सब बहुत बड़ी मात्रा में योग के सही स्वरूप को, योग की सही शक्ति को विश् के सामने प्रस्तुत करे। योग दिल और दिमाग को जोड़ता है। योग रोग मुक्ति का भी माध्यम है तो योग भोग मुक्ति का भी माध्यम है   योग शरीर, मन, बुद्धि को ही जोड़ने का काम करे, उससे आगे विश् को भी जोड़ने का काम कर सकता है।"

President Ram Nath kovind addressed the Vietnam national Assembly house on third and final day of his Vietnam tour, this morning. Full range of bilateral and multilateral cooperation was also discussed during the bilateral talks by presidents of both the countries. A report from our correspondent covering the President's visit:
President Ram Nath Kovind is the first Indian President who addressed the national assembly of Vietnam today. While addressing the Assembly he said, India has created new dimension of development over the last few years. President also had bilateral talks with his Vietnamee counterpart Nguyen Phu Trong. Both sides reiterated the importance of building a peaceful and prosperous Indo-Pacific region. They agreed to further strengthen bilateral cooperation in defence, atomic energy, space, science and technology, oil and gas, infrastructure, agriculture and innovation-based sectors.  MoUs were also signed in the fields of communications, education and trade and investment. Sensex at the Bombay Stock Exchange fell 190 points to 35,585 in afternoon trade. The Nifty was also down 72 points to 10,691.
However, the rupee, at the forex market, continued its winning rally and appreciated 29 paise to 71 rupees and 36 paise against the dollar.

Eight Indian pugilists, including five-time world champion MC Mary Kom, will play their quarter-final bouts of Women's World Boxing Championships in New Delhi today. In the 48 kilogram category, Mary Kom will face China's Wu Yu. 35-year-old Mary Kom is currently tied with Katie Taylor on five gold medals and one more will make her the most successful woman boxer in history since the Irish pugilist has turned a Professional.
In the 57 kilogram division, Sonia will take on Colombia's Yeni Arias Castenada, while Pinki Rani will be up against North Korea's Pang Chol Mi in the 51 kg category. Seema Punia will slug it out against China's Xiaoli Yang in the 81 kg division.
