Notification for the second phase of Lok Sabha elections was issued today. Ninety seven constituencies, spread over 13 States and Union Territories, will go to polls in this phase on the 18th of next month. Elections will be held in all the 39 constituencies of Tamil Nadu. Notification for bye-elections for 18 Assembly constituencies in the state has also been issued.

AIADMK and DMK released their election manifestos this morning in Chennai. More from our correspondent:

"AIADMK and DMK may be arch rivals in Tamil Nadu politics, but there are many commonalities in their election manifestos. Both the parties promise writing off educational loan, making Tamil as co-official language, bringing education back from common list to state list, repealing NEET in Tamil Nadu for medical admissions and interlinking of south Indian rivers including bringing excess water from River Godavari to River Cauvery. In addition, AIADMK says the party would ask the Centre to bring a 1500-rupees monthly financial assistance scheme for BPL families, in the name of its late leader Jayalalithaa and a skill development scheme after its founder MGR’s name. Meanwhile, the DMK has said it will take action to close down toll plazas across National Highways after their expiry period. Jayasingh, AIR News, Chennai.

Other States and Union Territories where voting will take place in the second phase are 14 seats in Karnataka; 10 in Maharashtra; eight in Uttar Pradesh; five each in Assam, Bihar and Odisha; three each in Chhattisgarh and West Bengal; two in Jammu and Kashmir; and one each in Manipur, Tripura and Puducherry.

Our Bihar correspondent reports that Kishanganj, Katihar, Purnia, Bhagalpur and Banka constituencies will go to polls in the second phase and elaborate arrangements have been made.

"Nomination papers will not be accepted between 21st to 24th March due to government holidays. Additional security forces have been deployed in the areas where elections will be held. Four BSF companies have reached Naxal affected Aurangabad, Gaya, Nawada and Jamui districts. Intelligence teams have also been deployed at Patna and Gaya airports. The Election Commission has instructed concerned authorities to monitor political activities during Holi celebrations. With K K Lal's report from Patna, Rituraj for AIR News."

The BJP Central Election Committee will meet in New Delhi this evening to finalise the first list of candidates for Lok Sabha elections. The list is likely to have the names of most of the candidates for the first and second phase of polling, which will be held on 11th of next month in 91 constituencies and 18th for 97 seats. Prime Minister Narendra Modi, party president Amit Shah and other party leaders will attend the meeting.

The election for 543 parliamentary seats will be held in seven phases till the 19th of May. Counting of votes will be taken up on the 23rd of May.

The Election Commission has informed the Bombay High Court that it will issue directions prohibiting all social media platforms from displaying political advertisements not pre-verified by it. The Commission told the court that a meeting between the poll body and all social media intermediaries is scheduled for today to decide on the issue. It said, it is trying to evolve a notification mechanism for identifying and flagging political ads that have not been pre-verified but have still managed to appear on social media platforms. The Commission said, a code of conduct is being evolved in consultation with the Internet and Mobile Association of India and the social media intermediaries to incorporate all the proposed measures and any other direction that may be issued by the court.

Newly-appointed Goa Chief Minister Pramod Sawant assumed office at the state secretariat in Porvorim today. Mr Sawant told reporters that his government will face a floor test in the Assembly tomorrow and that it is confident of clearing it.  

"कल फ्लोर टेस् होगा, फ्लोर टेस् अच्छी तरह से होगा, कोई प्रॉब्लम नहीं रहेगा। अच्छी तरह का एडमिनिस्ट्रेशन जो है गोवा प्रदेश को देना, ये मेरी पहली प्रायोरिटी रहेगी।"

"Speaking to reporters this morning, Pramod Sawant credited Manohar Parrikar for his political guidance during his journey from an MLA to the legislative assembly speaker and now chief minister. Mr Sawant informed that Sudin Dhavalikar and Vijai Sardesai would be appointed as deputy chief ministers in his cabinet. He said that his government’s priority will be to complete the projects launched by Mr Parrikar, especially those related to social welfare schemes. He added that portfolios would be distributed to ministers very soon. In the 12-member cabinet including the chief minister, BJP has five ministers, Goa Forward Party has three ministers and Maharastrawadi Gomantak Party has two representatives. Two independents have also been given ministerial berths. With Mukesh Thali, Saikat Sarkar from Goa for AIR ." 

Mr Sawant was sworn-in as the Goa Chief Minister late last night. He succeeds Manohar Parrikar, who passed away on Sunday following prolonged illness. Governor Mridula Sinha administered the oath of office and secrecy to the 46-year-old leader who represents Sankhalim constituency. Before taking oath, Mr Sawant had resigned from the post of the Speaker of Goa Legislative Assembly.

The Governor also administered oath to 11 other ministers, including those from BJP's allies Maharashtrawadi Gomantak Party and the Goa Forward Party. All the ministers who were part of the erstwhile Manohar Parrikar-led Cabinet were sworn-in by the Governor.

Prime Minister Narendra Modi has extended his best wishes to the new Chief Minister of Goa and his team.

President Ram Nath Kovind presented Gallantry Awards and Distinguished Service Decorations at the Defence Investiture Ceremony held at Rashtrapati Bhavan today. Prime Minister Narendra Modi, Army Chief General Bipin Rawat, Navy Chief Admiral Sunil Lanba and Air Force Chief Air Chief Marshal BS Dhanoa were present on the occasion. More from our correspondent:

"Kirti Chakras were conferred on Sepoy Vijay Kumar of Indian Army and Constable Pradip Kumar Panda of CRPF posthumously. Displaying exceptional bravery and commitment to duty during counter-terrorist operations in Jammu and Kashmir, both made the supreme sacrifice for the nation. Shaurya Chakras were conferred on Assam Rifles Rifleman Jaiprakash Oraon and Sepoy Ajay Kumar of the Mechanised Infantry posthumously. Mr Kovind also presented Shaurya Chakra upon 16 year old Irfan Ramzan Sheikh of Jammu and Kashmir who foiled an attack by three terrorists on his house in 2017 when he was 14 years old. The President also conferred thirteen Param Vishisht Seva Medals, two Uttam Yudh Seva Medals and twenty-six Ati Vishisht Seva Medals to senior officers of the Armed Forces for distinguished service of an exceptional order. The meeting of the Goods and Services Tax (GST) Council is currently underway in New Delhi. Finance Minister Arun Jaitley is chairing the 34th meeting of the Council through video conferencing. The meeting is likely to deliberate on transition provision and issues related to the implementation of lower GST rates for the real estate sector.

Civial Aviation Minister Suresh Prabhu today asked Secretary in his Ministry to hold an emergency meeting on grounding of flights by Jet Airways, and advance bookings, cancellation, refunds and safety issues. In a tweet, Mr Prabhu said he asked the Secretary to get a report on Jet compliance issues immediately from Directorate General of Civil Aviation.

Our correspondent reports that the cash-starved Jet Airways has alleged that non-payment of salaries had adversely affected its members' psychological condition, which puts the safety of the airline's flight operations at risk.

National Security Advisor Ajit Doval has said, India will continue to act against terrorism and those who support and harbour terrorists. He was addressing the 80th Central Reserve Police Force, CRPF anniversary parade in Gurugram today. Mr Doval said, the country has not forgotten the Pulwama terror attack and it never will. He said, strong action on terror will continue and the time and location will be decided by the leadership.

Mr Doval also said whenever there are meetings and discussions regarding the forces to be sent during times of crisis, all state governments unequivocally ask for CRPF.

In Jammu and Kashmir, the Indian Army today gave a befitting reply to unprovoked ceasefire violations by Pakistani forces along the Line of Control in Jammu region. Posts across the borderline from where the shelling and firing was being initiated were damaged.

BJP has said, 'Main Bhi Chowkidar' has become a mass movement. Briefing media in New Delhi this afternoon, Union Minister Ravi Shankar Prasad said, the campaign was trending worldwide on Twitter on the day of its launch.

In Mozambique, more than a thousand people are feared to have died due to Cyclone Idai that devastated the country last week. President Filipe Nyusi said in a nationwide address that 84 deaths have been registered officially, but more than 1,000 could be registered. He said, more than 1 lakh people are in danger.

The city of Beira was the worst affected. On Thursday, the storm unleashed fierce winds and flash floods and washed away roads and houses.

New Zealand Prime Minister Jacinda Ardern has vowed never to utter the name of the twin-mosque gunman, who killed 50 people in Christchurch last week. Speaking in Parliament, Ms Ardern said that she would deprive the man of the notoriety and the publicity he craved. She pledged that the gunman will face the full force of the law.

In the Netherlands, the Dutch police has arrested a man suspected of opening fire on a tram in Utrecht city yesterday, killing three people. The police said, the suspect has been identified as a 37-year-old Turkish man.

In the UK, House of Commons Speaker John Bercow has disallowed a third vote on Prime Minister Theresa May's  withdrawal agreement with the European Union. Mr Bercow ruled that he would not allow another vote on the government motion if it remained substantially the same after it was defeated by a 230-vote margin in January and a 149-vote margin last week.

In Cricket, Afghanistan recorded its maiden Test win yesterday. They defeated Ireland by seven wickets in a one-off game at Dehradun in Uttarakhand. The victory came to Afghanistan nine months after making its debut in the traditional format.
