Polling has begun for the fourth phase of assembly elections in Jharkhand. Voting is taking place for 15 constituencies spread over four districts of Dhanbad, Deoghar, Giridih and Bokaro in this phase. Polling in the five Naxal-affected constituencies of Bagodar, Jamua, Giridih, Dumri and Tundi will be held between 7 AM and 3 PM. In the remaining 10 seats, voting will continue till 5 in the evening. A total of 221 candidates including 22 women are in the fray for this phase. Fate of two Jharkhand ministers - Raj Paliwar and Amar Bauri, 7 former ministers and 14 sitting MLAs will be decided in this phase.

Borders with Bihar and West Bengal have been sealed to check infiltration of  anti social elements. Jharkhand Chief Electoral Officer Vinay Kumar Choubey said, all the preparations are in place for smooth conduct of polling in this phase.

"61 सौ एक मतदान केन्द्र बनाए हैं जिसमें से कि 183 मतदान केन्द्र आदर्श मतदान केन्द्र हैं। 70 मतदान केन्द्र ऐसे हैं जिसमें कि सारे मतदान कर्मी महिलाएं होंगी एवं 21 सौ 22 मतदान केन्द्रों पर ब्रॉडकास्टिंग की व्यवस्था की गई है।"

Question 1 : K K Lal, where are you right now, and have people started to come out to cast their votes?

"Abhishek, this time I am standing near booth no 286 of Bokaro. Four booths are here. People have started coming before polling started. A large number of Women and Youths have come to excerise of their right of franchise. First time voters are very enthusiastic and they are taking selfie after casting their votes. For the first time in country, people over 80 years and Divyang voters have excercised their franchise through postal ballot."

Question 2 : Yes also tell us about security arrangements for this phase of elections.

"Abhishek elaborate security arrangements have been made to ensure free, fair and peaceful polling. Jawans of central para military forces  have been deployed at all booths. Helicopters have been pressed into service for air patrolling. One air ambulance is read at Ranchi air port for an emergency. Patrolling has been intensified and borders with Bihar and West Bengal have been sealed to check infiltration of anti social elements during polling process."

Meanwhile, Prime Minister Narendra Modi has appealed to the people to exercise their franchise in large numbers in the fourth phase of Jharkhand Assembly elections. In a tweet, Mr Modi urged the voters to  participate in the festival of democracy.

Finance Minister Nirmala Sitharaman will today hold pre-Budget consultations with various stakeholders in New Delhi. She will seek inputs from industry bodies, farmer organisations and economists for boosting growth. She is likely to present her second budget in Parliament on the 1st of February next year.

The Finance Minister will meet stakeholder groups of new Economy - Start-ups, Fintech and Digital Sector. Later in the day, she will hold consultations with representatives of financial sector and capital market.

The Income Tax Department has said that it will be mandatory to link Permanent Account Number- PAN with Aadhaar by the end of  this month. This will facilitate to reap seamless benefits of income tax services. The deadline for linking PAN with Aadhaar was extended till the 31st of December, by the Central Board of Direct Taxes, CBDT through an order issued in September this year. Earlier, the deadline was 30th of September.

In order to link a PAN with Aadhaar online, the assessee is required to log in to the e-filing portal. Income Tax Department also provides an SMS-based facility to enable the linking.

The Central Board of Direct Taxes (CBDT) has extended the date for payment of third installment of Advance Tax for financial year 2019-20 to the 31st of this month for the North Eastern Region. Earlier, the deadline was 15th of December. The decision to this effect was taken in view of the  recent disturbance in the region. Advance tax payments, under the direct taxes category are made four times in a financial year.

The CSIR  UGC NET Examination was conducted successfully in all States/Union Territories except Assam and Meghalaya yesterday. The turnout of candidates in the first shift was over 80.17 percent. Out of 1,57,583 expected candidates, 1,26,333 candidates turned out for the examination. In the second shift, the turnout percentage was over 81.28 percent

The CSIR UGC NET Examination is conducted to determine the eligibility for Junior Research Fellowship and for Lecturers or Assistant Professors in the Indian Universities and colleges across  the country.

All schools in Okhla, Jamia, New Friends Colony, Madanpur Khadar area of the national capital will remain closed today. In a tweet, Deputy Chief Minister of Delhi Manish Sisodia said, the decision was taken keeping in mind the prevailing situation in the area.

Meanwhile, 50 students, who were detained during protests at the Jamia Millia Islamia University yesterday, have been released. Of the 50 students, 35 were released from the Kalkaji police station and 15 from the New Friends Colony police station. University Vice Chancellor Najma Akhtar has said that the protesters were not the students of Jamia Millia.

"मुझे मालूम हुआ है, ऐसा बताया भी गया है की जो कॉलोनीज है जामिआ के चारो तरफ वहां  से एक कॉल आया था मार्च करने के लिए वो हमारे सामने से जो गुजरते है ना वो , यूनिवर्सिटी की एक कॉमन सड़क है, वहां से वो लोग गए और वहां जाकर उनकी पुलिस से झड़प हुई."

Delhi Police PRO M S Randhawa said, the students who were protesting outside the Delhi Police Headquarters have been assured that the an impartial inquiry will be done in connection with the violence and those found guilty will be punished. 

Meanwhile, all the metro stations which were closed yesterday on the advice of Delhi Police have been opened.

Yesterday, a protest against the Citizenship Act turned violent in Jamia Nagar area of national capital. Few vehicles buses were set ablaze by the protesters. Six police personnel also received injuries in stone pelting.

Uttar Pradesh Chief Minister Yogi Adityanath has appealed to people to maintain peace and harmony and not to pay heed to the rumours being spread regarding the Citizenship Amendment Act (CAA). In a statement, Chief Minister said that the government is committed to the security of every citizen. For this, it is important that all the citizens abide by the laws.

Meanwhile, internet services have been suspended in the Meerut district of the state as a precautionary measure. In Aligarh also, net services will remain suspended in the wake of protest by students of Aligarh Muslim University. AMU Registrar Abdul Hamid said, the university has declared the winter vacations from today onwards.

"विंटर वेकेशन जो एक हफ्ते बाद शुरू होने थे, चालू कर दिये गये हैं। University Administration ने तय किया है कि हम पांच जनवरी से यूनिवर्सिटी को खोलेंगे। एग्जामिनेशन जो चल रहे थे वो जब यूनिवर्सिटी खुलेंगी उसके बाद कराये जाएंगे। उसका शिड्यूल जो है अभी बाद में बताया जायेगा।"

Ajay Anand, ADG law and order (Agra Zone) in Aligarh stated that the situation is under control and all necessary actions will be taken to maintain law and order.

"सिचुएशन  बिल्कुल कंट्रोल में लड़के अपने आपने होस्टल चले गए है हमारी फोर्स पूरी करें यहां पर मुस्तैद हैं स्थिति पूर्ण  नियंत्रण में है और जो भी आवश्यक कार्रवाई होगी शांति व्यवस्था बनाने के लिए हम लोग पूरी कार्रवाई करें."

West Bengal Governor Jagdeep Dhankhar has appealed to the citizens of the State to shun violence and maintain peace. Talking to newspersons at Raj Bhavan in Kolkata , Mr. Dhankhar also appealed to political parties to maintain restraint. The Governor also requested Chief Minister Mamata Banerjee to withdraw the advertisements on non-implementation of the NRC and amended Citizenship Act in the State. Our Kolkata Correspondent reports  Violent incidents were reported from Murshidabad, Birbhum, South 24 Paraganas and Burdwan.

Several local and long distance trains were either cancelled or rescheduled due to blockade on rail tracks. Incidents of arson and road blockade were also reported from many areas.

Meanwhile, the State administration has snapped Internet connections in six districts.

The winter session of Maharashtra assembly will began today in Nagpur. This will be the first session of the newly elected Maha Vikas Aghadi government under the leadership of Chief Minister Uddhav Thackrey. More from our correspondent:

"As informed by the Business Advisory committee, winter session will not have a Question hour and the session will end on 21 December. The five days of the session however are likely to become stormy under opposition led by the senior BJP leader Devendra Fadnavis over the issues like farmers financial assistance, review of the development projects and other several issues in the state. Dhananjay Wankhede for AIR News Nagpur."

Meanwhile, the BJP's legislative party has appointed Ashish Shelar as the party's chief whip, while Devayani Farande has been appointed as the party whip in Maharashtra Legislative Assembly.

The nation celebrates Vijay Diwas today to commemorate  India's victory over Pakistan in 1971 war. Rich tributes are being paid to the martyrs who laid down their lives during the war. It was on this day in 1971, the chief of the Pakistani forces, General AA Khan Niazi, along with 93 thousand troops, had surrendered unconditionally to the allied forces consisting of Indian Army and Mukti Bahini. The end of the war also resulted in subsequent secession of East Pakistan into Bangladesh.

In Kolkata, a wreath laying ceremony will be held at ‘Vijay Smarak’ at Fort William the Head Quarters of Eastern Command to mark the day: A Report:-

"Eastern Command organized a 3 day events in Kolkata beginning for 14th of this month. During this period a large number of events were held to commemorate the epic victory. A delegation of dignitaries comprising of ‘Mukti Joddhas’ from Bangladesh as well as Indian war veterans are taking part in the celebrations.‘Vijay Divas’ is indeed a Day for Remembrance of our brave solders and ‘Mukti Joddhas’ who sacrificed their lives for a noble cause. Arijit Chakraborty, AIR News, Kolkata."

On the occasion Vijay Diwas, Prime Minister Narendra Modi said that he salutes the courage and valour of Indian soldiers. In a tweet, Mr Modi said, the history created by our army on this day in 1971 will always be engraved in golden words.

The longest UN climate talks ended in Madrid yesterday with no deal on carbon markets. Delegates from almost 200 countries failed to come up with more ambitious targets to cut green house gases at UN climate talks. It failed to fulfill the terms of the 2015 Paris agreement prompting UN chief Antonio Guterres to lament a "lost opportunity" to fight global warming.

The two-week long negotiations which extended till yesterday saw no agreement on major issues such as Article 6, loss and damage, and long term finance.

Under the Article 6 of the Paris agreement signed in 2015, the countries had agreed to set up a global carbon market system to help developing countries decarbonise the economies at lower cost.

In Cricket, Shai Hope and Shimron Hetmyer guided West Indies to a comfortable eight-wicket win over India in the first ODI at the MA Chidambaram Stadium in Chennai last night. Shimron Hetmyer who smashed a career-best 139 in 106 balls was declared Man of the Match.

With this win, the Carribean side have a 1-0 lead in the three-match ODI series. Chasing a target of 288 runs, West Indies made 291 for the loss of 2 wickets.
