All Four accused in the Disha rape and murder case were killed in an encounter that took place at Chatanpally in Shadnagar near Hyderabad in the early hours today. Cyberabad Police Commissioner Sajjanar confirmed the encounter and death of the four accused. According to initial reports, the police were trying to reconstruct the crime scene when the accused tried to escape. Police opened fire after due warnings and all four died on the spot. Uttar Pradesh Chief Minister Yogi Adityanath has asked the police to ensure strict action against the guilty involved in the setting ablaze of a rape survivor in Unnao district and also ensure their conviction in court. Meanwhile, a fresh Special Investigation Team (SIT) has been constituted to probe the case.


The Unnao rape survivor was set ablaze by five persons yesterday. All five persons have been arrested by the police. The girl was admitted to Safdarjung Hospital in Delhi last night. The girl was airlifted to Delhi from Lucknow by an air ambulance for better medical treatment. More from our correspondent:


"Divisional Commissioner of Lucknow Mukesh Meshram said that a fresh SIT comprising an Additional SP rank officer and four other junior members has been constituted to investigate the incident. An Inspector General rank officer will do the supervision of the whole investigation. National Commission for Women has also taken suo motu cognizance of the case and wrote to DGP of state OP Singh, seeking a report on action taken at the earliest. The incident took place in Bihar area of the district yesterday morning when the accused, out on bail, attempted to burn the victim by dousing her with kerosene in fields outside the village. Victim had filed a complaint of rape in March this year. SUSHIL CHANDRA TIWARI, AIR NEWS, LUCKNOW."

The Rajya Sabha has condemned the Unnao incident and called for stringent actions against the culprits. In the post-lunch session yesterday, Chairman M. Venkaiah Naidu said, there is a need to send out a signal that such heinous crime against women will not accepted.


"We must send out a signal to the entire country, to the society that in such incidents the action should be taken promptly, swiftly, adequately, so that the things cannot be repeated once again. Also appealed to the society to isolate such people and stand by the victim."

Union Home Ministry has sanctioned a sum 100 crore rupees from the Nirbhaya Fund for the setting up and strengthening of Women Help Desks in Police Stations. This scheme would be implemented by the States and Union Territories.  The Help Desks would focus on making the Police Stations more women-friendly and approachable, as they would be the first and single point of contact for any woman walking into a police station. Essentially, lady police officers would be deployed at these help desks. The officials of the Women Help Desk would be trained to be sensitive towards women. These help desks would have an enlisted panel of experts like lawyers, psychologists and NGOs to facilitate legal aid, counseling, shelter, rehabilitation and training.

In Jharkhand, campaigning for the third and fourth phases of Assembly Elections has intensified. Polling for seventeen constituencies spread over eight districts, will be held in the third phase on 12th of this month. In the fourth phase, voting will take place in 15 assembly seats across four districts on the 16th of December.


Star campaigners of different political parties are holding election rallies and public meetings in support of their candidates.


BJP's Working President JP Nadda held a public meeting in Jamua in Giridih district. He said, only the BJP can give a stable government.


Uttar Pradesh Chief Minister campaigned in Ichagarh constituency of Seraikela-Kharsawan district. The Chief Minister said the BJP has a better vision of governance and it has been proved in Jharkhand.


Senior Congress leader Shatrughan Sinha addressed several rallies. He alleged that the BJP is shying away from real issues of the country and misleading people.


Addressing a public meeting in Bharno, Jharkhand Mukti Morcha working president Hemant Soren alleged women are not safe in the present regime.


Jharkhand Vikas Morcha Chief Babulal Marandi promised if voted to power his party will provide old age pension to all needy.


All Jharkhand Students Union (AJSU) President Sudesh Kumar Mahto, RJD leader Tejaswi Prasad Yadav and leaders of other prominent parties also held public meeting in support of their party candidates.


Today is last date for withdrawal of nominations for the fifth and final phase. Sixteen constituencies spread over six districts will go to the polls in this phase on the 20th of December.


Meanwhile, all preparations are in place for the second phase of Assembly elections tomorrow. Twenty constituencies spread over seven districts will go to the polls in this phase. The districts are East Singhbhum, West Singhbhum, Saraikela-Kharsawan, Ranchi, Khunti, Gumla and Simdega.


260 candidates including 29 women are in the fray. Our correspondent reports that 18 out of the total 20 assembly seats in the phase fall in Naxal- affected areas. Polling in these areas will take place between 7 in the morning and 3 PM. Talking to AIR, Jharkhand Chief Electoral Officer Vinay Kumar Choubey said, elaborate security arrangements have been made to ensure free and fair polls.


"60-70% जो हमारे polling station है वो hypersensitive या sensitive हैं Naxal दृष्टिकोण से और इसके लिए खासकर हमारा जो चाईबासा का जो बेल्ट है, खूंटी का बेल्ट है, सिमडेगा का बेल्ट है, ये सभी जगह में Naxal का presence काफी रहा है पूर्व में।"

Mr Choubey said, a unique feature of this election will be a mobile App called the Booth App. He said, to begin with it will be rolled out in three assembly seats in the second phase of polling.


"जमशेदपुर पूर्वी और जमशेदपुर पश्चिमी और इसके साथ-साथ चाईबासा जिसमे पहली बार हमलोग Booth App का प्रयोग करेंगे। मतदान जो है काफी fast हो जाएगा। कोई भी मतदाता अगर ये App को download कर लेता है, घर बैठे यह पता कर सकता है कि उस particular time में, उसके मतदान केंद्र में कितने लोग लाइन में लगे हुए हैं।"

Election to the 81-member Jharkhand assembly is being held in five phases. Voting for the first phase was held on 30th of last month. The counting of votes will be taken up on the 23rd of December.

In Karnataka, the crucial by-election to 15 Assembly constituencies saw an average of over 66.25 per cent voter turnout. The polling that was held yesterday remained by and large peaceful. A few cases of EVM malfunction and voters not finding their names in the electoral roll were reported during the voting. The bypolls seal the fate of 165 candidates, of which 156 are men and nine are women. The counting of votes will be taken up on Monday.

The Nation is paying homage to Bharat Ratna Dr BR Ambedkar on his 64th Mahaparinirvan Diwas today. The Social Justice and Empowerment Ministry has organised a function to pay floral tributes to Dr Ambedkar at his statue in the Parliament House complex this morning. Eminent dignitaries and Parliamentarians will offer tributes to the Architect of the Indian Constitution. Our correspondent reports that a number of functions are being organised all over the country to highlight the contribution of Dr Ambedkar in nation building.


"The Father of the Indian Constitution Dr B R Ambedkar was a jurist, economist, politician and a social reformer who campaigned against social discrimination of downtrodden, women and labourers. He was a champion of equality, and rejected the idea of casteism. Upon India's independence, the new government invited Babasaheb Ambedkar to serve as the nation's first Law and Justice Minister. Babasaheb was conferred the Bharat Ratna posthumously in 1990. His ideas of social equality, democracy, and upliftment of downtrodden are guiding force of India even today. A three-day national conference of Director General and Inspector General of Police begins in Pune from today. Home Minister Amit Shah will address the inaugural session of the conference. Prime Minister Narendra Modi will address the valedictory session of the conference. It will be held in the campus of the Indian Institute of Science Education and Research in the Pashan area of the city. The theme of the conference is scientific and forensics-based investigation apart from technology-enabled policing.

The Human Resource Development Ministry in partnership with MyGov portal has launched a short essay competition for students of Class 9 to 12. The competition is part of the third edition of the Prime Minister’s Interaction Programme with school students 'Pariksha Pe Charcha- 2020'. Students can participate in it through website <<www.mygov.in>>.  The event is proposed to be held at the Talkatora Stadium in New Delhi in the third week of January next year.

Indian athletes continue their winning streak at the 13th South Asian Games in Nepal, grabbing 54 medals comprising 28 gold, 19 silver and 7 bronze yesterday. India dominated in Wushu, Weightlifting, Swimming, Shooting and Taekwondo. On the fifth day of the games, India further consolidated its top position in the medals tally with a total of 124 medals comprising 62 gold, 41 silver and 21 bronze. We have a report:


"Indian athletes dominated in most of the events on Thursday and grabbed 54 medals including 28 gold. On the last day of Wushu and Taekwondo India clinched 12 gold, three silver and equal numbers of bronze. In swimming and weightlifting Indian players made brilliant start and won 8 gold, 6 silver and one bronze. Shooters were also not far behind. They won all four events of the day and grabbed  4 gold, 2 silver and one bronze. In athletics India begged one gold, 4 silver and 2 bronze. Indian shuttlers continued their dominance and reached the finals of women's and men's singles and men's doubles. All the finals will be played this afternoon. Raj Kumar AIR, News Kathmandu".
